Fire safety across Liverpool, Wirral & Merseyside.
Merseyside is one of our most active areas outside Cheshire. Liverpool's large HMO sector, the city's selective licensing scheme, and its significant and growing residential block portfolio under the Building Safety Act 2022 create sustained and specific compliance demand. We work with landlords, managing agents, and responsible persons across Liverpool regularly — and our ABBE Level 4 qualified assessors meet the competence standard Liverpool City Council expects for licensing submissions.
The Wirral presents a different but equally demanding profile. The peninsula's large stock of Victorian and Edwardian converted properties, the regeneration activity at Wirral Waters, and the mix of suburban residential, retail, and industrial premises across Birkenhead, Wallasey, and the Wirral towns all require assessors who understand the building types they are working in. Older converted stock in particular carries fire safety risks that a generic checklist approach will miss.
Merseyside Fire and Rescue Service is the enforcing authority across the area and maintains a strong inspection presence, particularly for HMO landlords and residential blocks. We are based in Chester, approximately 20 miles from Liverpool, and cover the full Merseyside area regularly.

Liverpool selective licensing: Liverpool City Council operates one of the most active selective licensing schemes in England, covering much of the city. A valid fire risk assessment carried out by a competent assessor is a licensing requirement. Our ABBE Level 4 qualified assessors meet the competence standard the council expects, and we produce documentation accepted for licensing applications and renewals — including rapid turnaround for urgent enforcement situations.

Each area page gives full detail on the local fire safety context, the premises types we most commonly work with there, and links to all six services available in that location.
Every premises type has its own obligations and risks.
Merseyside's mix of dense urban residential, heritage and regeneration commercial stock, port and industrial premises, and an active care sector creates a wide range of fire safety obligations. Our assessors understand the specific enforcement context for each sector across the area.
HMO & residential landlords
Landlords across Liverpool and Merseyside
Liverpool's selective licensing scheme covers much of the city and requires a fire risk assessment by a competent assessor as part of the licence application. Our ABBE Level 4 qualified assessors meet the council's competence standard and produce documentation accepted for applications and renewals across all Liverpool postcodes. We also work with Wirral landlords under Wirral Council's licensing framework.
Managing agents
Residential blocks and BSA 2022 portfolios
Liverpool has one of the largest residential block portfolios in the North West, with a significant number of higher-risk buildings under the Building Safety Act 2022. We work with managing agents across Liverpool and the Wirral on both standard residential block assessments and the more detailed documentation requirements for higher-risk buildings. Portfolio pricing available.
Warehouses & industrial
Port, logistics and industrial premises
Liverpool's port estate, the industrial corridors of Knowsley and St Helens, and the logistics operations across Merseyside all present specific fire safety demands — high fire loads, hazardous materials, and shift-based operations requiring assessment beyond a standard commercial checklist.
Hotels & hospitality
Hospitality and licensed premises
Liverpool city centre's large hospitality and licensed premises sector — including hotels, bars, restaurants, and event venues — operates under both the FSO and the Licensing Act 2003. We produce documentation coherent across both frameworks and understand the specific sleeping risk requirements for guest accommodation.
Care & healthcare
Care homes and healthcare premises
Care homes, GP surgeries, and healthcare premises across Merseyside. CQC-ready documentation, PEEP review, and progressive horizontal evacuation strategy included as standard. Merseyside Fire and Rescue maintains a particularly active inspection focus on care premises.
Offices & commercial
Commercial premises across Merseyside
Offices, retail, and commercial premises across Liverpool city centre, the Baltic Triangle, and the wider Merseyside area. Multi-tenancy and shared escape route assessments included as standard, with links to fire safety training and evacuation planning where gaps are identified.
