We are a specialist fire safety consultancy based in Chester, working with businesses, landlords, and property managers across the North West and North Wales. Our job is to help you understand your fire safety obligations, meet them properly, and keep the people in your buildings safe.
Fletcher Risk Management was founded by Tim Fletcher, a fire industry professional with more than 30 years of sector experience. What started as a Chester-based consultancy has grown steadily into a practice serving clients from Wrexham to Manchester — but we have deliberately stayed small enough to deliver a genuinely personal service to every client we work with.
We carry out fire risk assessments, fire door inspections, and fire safety training to the same standard regardless of the size or complexity of the premises. Whether you manage a single HMO or a portfolio of high-rise residential blocks, you will receive the same depth of assessment, the same quality of report, and the same level of support after the work is done.
Tim founded Fletcher Risk Management to bring genuine expertise and personal accountability to fire safety consultancy in the North West. With more than 30 years in the fire industry, he has the kind of experience that goes well beyond ticking boxes — he understands how fires actually behave, how buildings fail, and what good fire safety management looks like in practice.
Tim leads our fire risk assessment work and delivers all of our on-site fire safety training personally. Clients value the consistency this brings — when you book a fire risk assessment or a training course with Fletcher Risk, you know exactly who will be carrying it out, and you know they will give you honest, practical advice rather than the minimum needed to satisfy a form.
Tim holds the ABBE Level 4 Diploma in Fire Risk Assessment, the NEBOSH National General Certificate, and the Fire Protection Association (FPA) Fire Safety Management Certificate. He is a member of the Institute of Fire Safety Managers and the Fire Protection Association.
Sam oversees the operational side of Fletcher Risk Management, ensuring that every assessment, inspection, and training course is delivered on time, to standard, and with the level of care our clients expect. His background combines more than a decade of hands-on experience in hospitality fire safety with formal qualifications in both fire risk assessment and business management.
Sam's legal training — he holds a Bachelor of Laws (LLB) alongside a Master of Business Administration (MBA) — gives him a thorough understanding of the regulatory framework within which our clients operate. He is particularly well-placed to advise on the obligations facing managing agents and landlords under the Building Safety Act 2022 and the Fire Safety (England) Regulations 2022.
For larger commissions and specialist requirements, we work with a carefully selected network of fire safety associates — all highly experienced professionals who share our standards and our approach. Every associate is chosen on the basis of their qualifications, track record, and the quality of their work, not their availability or their day rate.
If we bring in an associate for your project, we will introduce them to you in advance and ensure you are comfortable with their background and expertise before any work begins. You will never find yourself dealing with someone you do not know or have not been properly briefed on.
We are a small, independent business — and that is a deliberate choice. It means we can offer something that larger consultancies genuinely cannot: a close, consistent working relationship with the people who carry out your assessments and inspections, and the flexibility to respond quickly when your situation changes.
We tell clients what they need to hear, not what is easiest to say. If your building has serious fire safety deficiencies, we will tell you clearly — and help you address them in a practical, cost-effective way.
Every assessment, inspection, and training course is carried out to the same standard. We do not vary our approach based on the size of the fee or the complexity of the premises.
Our relationship with clients does not end when we hand over a report. We remain available to talk through findings, advise on remedial works, and support ongoing compliance.
Fire safety legislation has changed significantly in recent years. We stay current with the Regulatory Reform (Fire Safety) Order, the Building Safety Act, and all related regulations so our clients do not have to.
