About Fletcher Risk Management

We are a specialist fire safety consultancy based in Chester, working with businesses, landlords, and property managers across the North West and North Wales. Our job is to help you understand your fire safety obligations, meet them properly, and keep the people in your buildings safe.

Fletcher Risk Management was founded in 2017 by Tim Fletcher, a fire industry professional with more than 30 years of sector experience. What started as a Chester-based consultancy has grown steadily into a practice serving clients from Wrexham to Manchester — but we have deliberately stayed small enough to deliver a genuinely personal service to every client we work with.

We carry out fire risk assessments, fire door inspections, and fire safety training to the same standard regardless of the size or complexity of the premises. Whether you manage a single HMO or a portfolio of high-rise residential blocks, you will receive the same depth of assessment, the same quality of report, and the same level of support after the work is done.

Managing Director

Tom leads Fletcher Risk Management, responsible for the direction and growth of the business. Tom brings a wealth of leadership, management, and industry experience to the role. Before joining the company, Tom served as a commissioned officer in the Royal Air Force, including command in Afghanistan, as a diplomat in the UK Diplomatic Service, where he served across the world, and as managing director of a fire and security systems company.

Tim founded Fletcher Risk Management and, with more than 30 years in the fire industry, remains the company's Head Fire Risk Assessor. He is still very much a working assessor — Tim carries out fire risk assessments himself on a large share of our projects, particularly the more complex buildings, and personally delivers many of our on-site fire safety training.

As Technical Director, Tim also sets the standard against which every piece of work delivered by Fletcher Risk is measured, and mentors the wider team so that clients get the same depth of expertise whether Tim is on site personally or one of the assessors he has trained is carrying out the work. He holds the ABBE Level 4 Diploma in Fire Risk Assessment, and clients who have worked with him over the years value his straight-talking, practical approach, and he explains findings in plain terms rather than jargon.

Tim holds the ABBE Level 4 Diploma in Fire Risk Assessment, the NEBOSH National General Certificate, and the Fire Protection Association (FPA) Fire Safety Management Certificate. He is a member of the Institute of Fire Safety Managers and the Fire Protection Association.

Operations Director

Sam oversees the day-to-day delivery of Fletcher Risk's work, and carries out fire risk assessments and fire door inspections himself across a significant portion of our client base — clients booking with Fletcher Risk are just as likely to have Sam on site as a member of our wider team. He holds the ABBE Level 4 Certificate in Fire Risk Assessment, alongside more than a decade of hands-on experience in hospitality fire safety and formal qualifications in fire door inspection and business management.

Sam's legal training — he holds a Bachelor of Laws (LLB) alongside a Master of Business Administration (MBA) — gives him a thorough understanding of the regulatory framework within which our clients operate. He is particularly well-placed to advise on the obligations facing managing agents and landlords under the Building Safety Act 2022 and the Fire Safety (England) Regulations 2022.

Our Team

Fletcher Risk Management is built around a core of employed staff, backed up where needed by a carefully selected group of self-employed fire safety specialists. Like most established consultancies in our field, we use both models, and for good reason: it lets us flex to demand across the North West, North Wales and the West Midlands without ever compromising on who does the work.

Having both employed staff and a wide range of contractors to draw on means we can select the right person for your premises, whatever the size or complexity of the job.

We tell clients what they need to hear, not what is easiest to say. If your building has serious fire safety deficiencies, we will tell you clearly — and help you address them in a practical, cost-effective way.

Consistent quality

Every assessment, inspection, and training course is carried out to the same standard. We do not vary our approach based on the size of the fee or the complexity of the premises.

Ongoing support

Our relationship with clients does not end when we hand over a report. We remain available to talk through findings, advise on remedial works, and support ongoing compliance.

Regulatory expertise

Fire safety legislation has changed significantly in recent years. We stay current with the Regulatory Reform (Fire Safety) Order, the Building Safety Act, and all related regulations so our clients do not have to.
