Fletcher Risk Management was founded in Chester in 2017 by Tim Fletcher, who brings more than 30 years of fire industry experience to every engagement. Who we are


Fletcher Risk Management is an independent fire safety consultancy, not a national compliance franchise or an arm of a larger facilities management business. That independence matters: our assessors have no commercial interest in recommending remedial works, installing equipment, or extending the scope of an engagement beyond what is genuinely needed.

Tim Fletcher founded the company with qualifications that go beyond the minimum the market demands. He holds the ABBE Level 4 Diploma in Fire Risk Assessment, the NEBOSH National General Certificate, and the Fire Protection Association Fire Safety Management Certificate. He is a member of the Fire Protection Association. Sam Fletcher, who leads operations alongside Tim, also holds the ABBE Level 4 Diploma in Fire Risk Assessment and brings more than a decade of hands-on hospitality fire safety experience, having worked across hotels, restaurants, bars, and event venues before joining the consultancy.

Where specialist knowledge is required — higher-risk residential buildings under the Building Safety Act 2022, complex industrial premises, large multi-tenanted commercial estates — we draw on a network of employed and associate consultants with appropriate sector experience. We do not send a generalist when a specialist is needed.

Qualifications and competence


Competence is the central legal test for fire risk assessment under the Regulatory Reform (Fire Safety) Order 2005. The Order requires that assessments be carried out by a "suitable and competent person" — a phrase that carries real weight and is scrutinised by Fire and Rescue Authorities during audits. An assessment produced by an unqualified or underqualified assessor is not a suitable and sufficient assessment in the eyes of the law, regardless of how thorough it appears on paper.

Are your assessors qualified?

Yes. Both Tim Fletcher and Sam Fletcher hold the ABBE Level 4 Diploma in Fire Risk Assessment, the highest qualification benchmark for fire risk assessors as set by the National Fire Chiefs Council. Tim also holds the NEBOSH National General Certificate and the FPA Fire Safety Management Certificate. We do not use unqualified assessors.

How much does a fire risk assessment cost?

Fire risk assessments start from £295. The final cost depends on premises size, complexity, occupancy type, and current compliance position. We provide a fixed price before any work begins. Who is the responsible person under the Fire Safety Order?

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person is the employer (in a workplace), the owner or occupier (in non-domestic premises), or the person who has control of the premises. They have a legal duty to carry out or commission a suitable and sufficient fire risk assessment and act on its findings. We work directly with responsible persons and their appointed representatives.

What is included in a fire risk assessment report?

Our reports identify significant findings, assess the risk to people in and around the building, record the fire safety measures already in place, and produce a clear prioritised action plan. Reports are suitable for Fire and Rescue Authority audit, insurance purposes, and — where required — submission to the Building Safety Regulator. We do not produce generic tick-box reports.

Can you carry out fire door inspections alongside a fire risk assessment?

Yes. A combined fire risk assessment and fire door inspection is often the most efficient approach, particularly for landlords, managing agents, and facilities managers responsible for multiple doors across a building. We can coordinate both and produce integrated documentation. Under the Fire Safety (England) Regulations 2022, responsible persons for multi-occupied residential buildings must carry out quarterly checks on communal fire doors and annual checks on flat entrance doors — we can train your staff to carry out those interim checks.

Is Fletcher Risk Management independent?

Yes. We are an independent fire safety consultancy with no commercial interest in selling or installing fire safety equipment. Our assessors identify what is needed based on the law and the risk — not on what generates additional revenue. If remedial works are required, we can advise on what to look for from contractors, but we do not benefit financially from that advice.

How quickly can you carry out an assessment?

In most cases we can arrange an assessment within two to three weeks of first contact. If your premises has an urgent compliance requirement — a forthcoming FRS audit, a change of use, or a new lease — contact us directly and we will do what we can to accommodate your timeline.

Fire safety legislation: what applies to your building


The legal framework for fire safety in non-domestic and higher-risk residential premises in England and Wales has become considerably more complex over the past five years. The core obligations under the Regulatory Reform (Fire Safety) Order 2005 have been extended and strengthened by the Fire Safety Act 2021, the Fire Safety (England) Regulations 2022, and the Building Safety Act 2022. Section 156 of the Building Safety Act 2022 also amended the Fire Safety Order to require that fire safety documents be kept up to date, made available to residents or employees on request, and reviewed regularly.

Understanding which obligations apply to your specific building — and ensuring your fire risk assessment reflects them — requires an assessor who has kept pace with those legislative changes. Our assessors have, and our reports reflect the current legal position rather than the position that applied three or four years ago.
