Commercial kitchen fire safety: suppression systems, extract cleaning and your legal duties

For a restaurant, hotel or pub, the kitchen is the part of the building most likely to start a serious fire and the part the business can least afford to lose, and those two facts are closely related. A fire that begins in a deep fat fryer or under a canopy can spread through the extract ductwork into voids and other parts of the building before anyone in the dining room is aware of it, and even where the damage is contained, a kitchen out of action for weeks can be enough to put a hospitality business under real financial strain. Operators tend to ask us two questions about this, namely whether they are obliged to fit a fire suppression system and whether their extract cleaning is keeping them safe, and the useful answer brings both together with the legal duty that sits underneath them.

Much of what follows draws on the Fire Protection Association and RISCAuthority guidance on wet chemical kitchen fire protection systems, which is the clearest current account of how these systems work and where they fail.

Why a commercial kitchen is a fire risk apart


The hazard in a commercial kitchen comes from the combination of high heat, large quantities of oil and fat, and a ventilation system that can carry fire away from where it starts. Cooking oils operate with a narrow margin of safety, being used at temperatures up to around 205 degrees, giving off flammable vapours by about 230 degrees, and igniting on their own somewhere between roughly 300 and 360 degrees, so an unattended pan or a faulty thermostat can move from normal service to a fire in a short space of time. The most common causes are operator error and equipment faults such as failed thermostats and level sensors, and because kitchens are frequently tucked into basements with ductwork running up through the structure, a fire that reaches the duct can cause damage well beyond the kitchen itself, which is why the guidance treats commercial kitchens as a property protection and business continuity risk and not only a life safety one.

What a kitchen fire suppression system actually is


A modern kitchen fire suppression system, sometimes called a kitchen fire protection system, is not a single device but a suite of components that has to work as one, taking in detection, alarm and activation, active protection of the cooking equipment and the duct, interlocks that isolate the gas and electricity, and the cleaning and maintenance regime that keeps it all viable. Most systems use a wet chemical agent based on potassium salts, which reacts on contact with burning oil to form a soapy film in a process known as saponification, and that film cools the fire, smothers it by excluding oxygen, and suppresses the release of further flammable vapour, while some systems add a fine watermist after the chemical discharge to improve cooling and prevent the fire reigniting. The agent is non-toxic and will not corrode kitchen equipment, which matters in a setting where surfaces are in constant food contact.

Because kitchen layouts change as menus and equipment change, systems are generally provided either as appliance-specific protection, where a fryer or range sits in a fixed position, or as full-flood protection, where overlapping spray patterns cover a zone within which equipment may be moved. When a fire is detected, whether automatically by a heat-sensing link or cable or manually at the exit door, a pressurising gas forces the agent through the pipework, the protective caps blow off the nozzles, and the agent discharges over the equipment, the hood and the duct, while at the same moment the gas and electricity supplies to the appliances are isolated, the ventilation is deliberately left running to help cool and distribute the agent through the ductwork, a local alarm sounds, and a signal is passed to the building's main alarm. The manual release and the fuel isolation switches at the kitchen exit are an essential part of the design rather than an optional extra, because in a hot, open-flame environment a fire can grow before automatic detection responds.

What the system has to protect
  • The cooking appliances served by the canopy, such as deep fat fryers, Bratt pans, griddles, chargrills, Salamander grills, rotisseries and solid-fuel ovens.
  • The extract hood and filters, where grease laden vapour is captured.
  • The extract ductwork, for a length determined by assessment of how far a fire could travel and what it would reach.
  • The fuel and power supplies, through interlocks that shut them off on activation.
  • The link to the building alarm, so that a kitchen fire is not contained to the kitchen's own warning.

The part most operators underestimate: extract cleaning


A suppression system is only ever as good as the cleaning regime behind it, and this is where a great many kitchens are exposed without realising it, because grease that escapes the canopy filters deposits along the inside of the ductwork and becomes both a fuel and a route for fire to bypass the protected zone. The guidance is blunt that historic failures have come from fire entering the ductwork without activating the system, or activating it too late, often as a result of over-reliance on cleaning that was scheduled too infrequently or neglected altogether. Managing that grease accumulation is the subject of the widely referenced TR19 standard for kitchen extract systems, and competent duct cleaning can itself be carried out by companies approved under schemes such as LPS 2084, with the filters and grease collection drawers emptied and cleaned far more often than the ducts themselves. Where extract runs exceed about five metres or run internally through the building, the guidance suggests that suppression should be considered along the whole length of the duct rather than at the hood alone, which is the sort of detail a generic installation can easily miss.

Your legal duties


The legal foundation is the same one that governs the rest of your premises, namely the Regulatory Reform (Fire Safety) Order 2005, which requires the responsible person to carry out a suitable and sufficient fire risk assessment and to put in place fire precautions that are proportionate to the risk. The Order does not, in itself, instruct you to install a particular suppression system, and the question of whether one is needed, and how extensive it should be, flows from the assessment rather than from a fixed rule, with the catering extract ventilation forming a specific part of that assessment given the duct fire risk. In practice, for a hospitality kitchen that involves frying or open-flame cooking under a canopy, a suppression system is normally expected, and it is very often a condition of your insurance regardless of how the fire risk assessment reads, so the realistic position for most operators is that the system, the interlocks and the cleaning regime need to be in place and demonstrably maintained.

Several related duties sit alongside this. Gas-fired ranges should incorporate gas interlock systems in line with the relevant British Standard, so that the gas cannot flow unless the ventilation is running. The system should be designed, installed and maintained by people trained by the manufacturer to a design level of competence, since these systems are sensitive to deviation, and third-party approval schemes such as BAFE SP206 exist precisely so that operators can identify competent firms. Any significant reconfiguration of the kitchen, a new fryer, a moved range, a change of menu that changes the cooking method, should trigger a reassessment of whether the existing protection still suits the layout, because a system designed around equipment that has since been moved may no longer cover the real risk. The local alarm should be linked to the building's main alarm system, which the guidance notes is frequently overlooked, and your kitchen staff should be trained in the emergency procedures, including how the fixed system and the manual shut-offs work.

Best practice, in brief
  • Treat the suppression system and the duct-cleaning regime as one connected system, not two separate contracts.
  • Fit gas interlocks on gas-fired ranges and link the kitchen's local alarm to the building alarm.
  • Keep manual activation and fuel shut-off switches accessible and clearly identified on the exit route.
  • Reassess the system whenever the kitchen is reconfigured or the menu changes the cooking method.
  • Use only firms with manufacturer and third-party accreditation to design, install, maintain and clean.
  • Train kitchen staff in the emergency procedures, on the basis that escape comes first.
